The Special Administrative Unit of Civil Aeronautics (Aerocivil) is the Colombian government authority responsible for the regulation, planning, management, and supervision of civil aviation within the country. Its jurisdiction covers the entire Colombian airspace and the operation of both domestic and international airports. Aerocivil operates in accordance with the Colombian Aeronautical Regulations (RAC), which are grounded in Law 105 of 1993 and updated by the Code of Commerce (Part III), establishing the liability regime for airlines and the protection of passenger rights.
Aerocivil standards (RAC 3) require absolute transparency in fare structures:
- Carry-on Baggage: All fares (including "basic fares") must include at least one personal item (a small bag or backpack) that fits under the seat in front of the passenger.
- Transparency: Airlines are required to display the total price of the ticket, including airport taxes and additional costs for checked baggage, before purchase confirmation.
- Right of Withdrawal: Passengers have the right to cancel their flight purchase within 48 hours of booking (for flights purchased at least 8 days prior to the departure date), with the right to a full refund, excluding minimal administrative fees.
Transportation is regulated based on animal welfare and operational safety:
- In-Cabin (PETC): Permitted for small pets, provided the total weight (animal + carrier) does not exceed the limit set by the airline (generally between 8kg and 10kg).
- In-Hold (AVIH): Mandatory for larger animals. Requires the presentation of a vaccination certificate (valid rabies vaccine) and a health certificate issued by the ICA (Colombian Agricultural Institute).
- Service Dogs: Aerocivil stipulates that service dogs (guide dogs or duly certified emotional support animals) must travel in the cabin free of charge, at the passenger's feet, without the need for a carrier, provided the necessary documentation is presented.
- Seating: Aerocivil has established guidelines for airlines to ensure, as far as possible, that minors (up to 12 years old) are assigned seats adjacent to their parents or guardians at no extra cost for "seat selection."
- Equipment Allowance: The transport of one folding stroller and one child restraint system (car seat) is free and mandatory, and may be checked at the counter or taken to the aircraft boarding gate.
- Priority: Families with infants have priority boarding.
- Wheelchairs: Airlines must provide wheelchair assistance free of charge. Requests must be made at least 48 hours before the flight.
- MEDIF Form: Only required for passengers with complex medical conditions that require special assistance (e.g., onboard oxygen or stretchers). Authorization must be processed by the airline's medical team.
- Infrastructure: Under Aerocivil supervision, Colombian airports are required to maintain accessible routes (ramps, elevators, and tactile paving) for passengers with reduced mobility, following international accessibility standards.
